Schaumburg & Polk, Inc. is soliciting Statement of Qualifications for professional services related to Electrical Design for capital projects for the City of Huntington, Wastewater Treatment Plant Improvements to be financed through loans, grants, loan forgiveness or disadvantaged funding of the Texas Water Development Board (“TWDB”), the State of Texas, and/or federal loan and/ or grant programs. Projects will include funding from the Drinking Water State Revolving Fund.

These service contracts are subject to the Environmental Protection Agency’s (EPA) “fair share policy”, which includes EPA approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA rules require that applicants and prime contracts make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBE’s through demonstration of the six affirmative steps.  For more details of the DBE program and current fair share goal, please visit www.twdb.texas.gov/dbe.

REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL SERVICES

Schaumburg & Polk, Inc. is currently under contract with the City of Huntington (the “City”) to provide services related to Wastewater Treatment Plant Improvements. SPI is seeking qualifications for professional services for electrical design for capital projects to be financed through a loan, grant, loan forgiveness or disadvantaged funding of the Texas Water Development Board (“TWDB”), the State of Texas, and/or federal loan and/ or grant programs. Contract will be awarded contingent upon receipt of Corporation approved financing and/or grant funding and TWDB approval.

SCOPE OF WORK: The professional services contract will encompass all project related environmental services, including but not limited to the following:

• Services related to preparation design of wastewater treatment plant improvements including pump replacement, blower replacement, new clarifier units, chemical feed equipment, and effluent flow measurement in accordance with TCEQ Chapter 217 and TWDB CWSRF Program Guidance.

PROJECT DESCRIPTION: Project consists of the rehabilitation of an existing wastewater treatment plant servicing the City of Huntington including but not limited to influent pump station rehabilitation, aeration basin rehabilitation, removal of existing clarifier units, and installation of new larger clarifiers, new chemical feed equipment, and new effluent flow monitoring.

STATEMENT OF QUALIFICATIONS. SPI is initially seeking to contract with competent firms, in the State of Texas that has had experience in the following areas:

• Wastewater Treatment Plants (treatment, transportation, planning & rehabilitation).
• Federally funded construction projects (by example TWDB DWSRF & CWSRF).
• Projects located in this general region of the State of Texas.

Please provide within your qualifications a list of past clients, local governments, as well as resumes of all employees who will or may be assigned to provide assistance for this project if your firm is awarded an professional services contract.

This contract is contingent upon release of funds of approved TWDB loan and/or grant program funds. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this RFQ, or any resulting contract.

Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.
