Program management brings several advantages to public agencies. First, it allows its existing full-time staff to continue addressing the agency’s daily needs without the distraction of capital project management. Second, it better ensures timely delivery of projects since the Program Manager is focused on their completion. Third, it removes the need to reassign or eliminate staff when the capital projects program is completed. A professional Program Manager offers specialized expertise for a project delivery system. Construction Management


SPI brings cost confidence and expert construction management to each project. SPI clients are being challenged to complete construction programs with insufficient staff resources for increasingly complex projects. SPI’s professional construction managers provide the necessary support to clients such as functioning as advisors on the owner’s behalf and representing their interest and concerns exclusively. We oversee our clients’ projects as an extension of their staff, or we can provide construction consulting support during the implementation of innovative project delivery systems. SPI uses leading technology and traditional techniques to offer professional surveying to support civil engineering projects and distinguish property attributes. Our surveying team in Beaumont travels throughout Texas to service the needs of our clients and partners. Survey capabilities include servicing various industries and agencies including, Oil & Gas, land developers, private landowners, and boundary and topography requests for local governments.

Using state of the art surveying equipment and traditional surveying techniques, we can provide the following:

The goal is increased mobility. SPI achieves that goal with limited impact to the traveling public, the environment and commercial interests. SPI, through its current staff alone, has literally hundreds of miles of roadway design under its collective belt that has led to improved mobility and safety. The range of SPI’s experience and capabilities is broad: from collector streets to major thoroughfares, from sidewalks to airport runways/taxiways, from rural highway maintenance work to urban boulevard reconstruction, from planning/studies to construction management. SPI is experienced with open-ditch drainage or storm sewers, asphalt or concrete, traditional design or low impact development (LID) design, in-house construction or public bid, reconstruction/expansion or new location. We have staff who are TxDOT pre- certified in route studies/schematic design, minor and major bridge layouts, minor and major roadway design, signage/pavement markings, and bicycle/pedestrian design. For projects with federal funding, we have staff who are certified by TxDOT for Local Government Project Procedures (LGPP). SPI employs creative methodology to convey stormwater through, under, and around vital infrastructure while reducing risk to new and established development. SPI uses state-of-the- art hydrology and hydraulic modeling software to analyze stormwater runoff for the existing condition drainage and to develop needs for a “proposed” drainage system.
