A 1977 Texas A&M graduate, Mr. Bourque has over 40 years of experience in project management, planning, design, construction administration, and quality assurance and control. His experience includes wastewater treatment and collection, water planning, treatment and distribution, land development, streets, ports, airports, and landfills. Under his leadership, SPI has delivered studies and projects both on its own and as joint ventures. Mr. Bourque has assisted clients in reaching consensus with regulatory agencies, and has taken an active role in public meetings and comments.
