Fort Bend County: Mobility Bond Program

Project Description

Fort Bend County voters approved a $250 million bond program to improve roadways and drainage throughout the county. SPI was selected to serve as bond project manager for 13 projects, primarily in Precinct 3, with a total construction value of approximately $75 million. SPI’s responsibilities in this role included design consultant negotiations, review of preliminary and final designs, invoice reviews, coordination with County elected officials and staff, coordination with other agencies and utility companies, coordination with right-of-way acquisition firms, schedule and budget monitoring, and limited construction management.

Coordination efforts proved to be a significant effort for this program. In addition to County officials and agencies, SPI coordinated with public agencies including numerous cities (negotiations and preparations of interlocal agreements), the Texas Department of Transportation (construction of facilities within TxDOT right-of-way), Katy Independent School District (construction impacts to schools), municipal utility districts and drainage districts (construction impacts to facilities). SPI also took on the task of all coordination related to utility relocations in order to provide a consistent point of contact for all projects and to be able to establish priorities on relocations. SPI has coordinated extensively with electric, communication, and oil and gas companies to resolve impacts to both overhead and underground facilities, with great success.

Voters approved another $185 million mobility bond program. SPI was selected again to continue providing program management for 12 more projects with a total estimated cost of over $50 million.
