City of Garland: Winters Park/Spring Creek Greenbelt Trail

Project Description

This federally funded transportation enhancement project consists of constructing a 12’ wide concrete pedestrian trail along both the south and north sides of Spring Creek generally between Brand Road and North Garland Avenue. The project was funded by the City of Garland, TxDOT and Dallas County and, as such, was coordinated through those agencies. Design services included boundary and topographic surveying, plans, specifications and estimates (PS&E) for the trail, including storm drainage, pedestrian bridge (structural), environmental permitting, landscaping and irrigation. The project included two landscaped amenity trail heads (one at Winters Park and one at Halff Park) and also includes a concrete pedestrian bridge structure over a tributary to Spring Creek. SPI also provided Construction Representative services.

Some other unique factors related to this project included a unique 340’ long prestressed concrete bridge over a tributary and design of two landscaped amenity stations. Unfortunately for the project, the original contractor defaulted during construction, thereby requiring the City to resolve the construction process through the original contractor’s surety company. SPI assisted the City through this process by participating in subsequent meetings, reviewing the portion of the project completed by the original contractor, assisting the surety company in re-bidding the project, and coordinating with TxDOT regarding the construction delay in the project. SPI, through its construction administration efforts, provided valuable assistance to the City of Garland to ensure the ultimate successful completion of this project.
