City of Lumberton: Lumberton Disaster Recovery

Project Description

City of Lumberton funded through Hardin County

SPI was selected by the City of Lumberton for all pre-award and post-award engineering services related to DR-4332.

SPI assisted the City, in coordination with the City’s grant administrator/public assistance firm, during the application phase for TDEM. This included helping the City develop and prioritize projects for submission to TDEM.

The awarded project includes a seventy-acre detention facility with a hydrology and hydraulic study phase. This project is currently in the contract execution stage.

SPI also assisted the City in developing an application, through Hardin County, for FEMA HMGP funding via the Texas Division of Emergency Management (TDEM).

Under previous disaster-related funding, SPI had provided a Comprehensive Drainage Study (CDS) for the City. That threefold project consisted of:

  1. Construction of two detention ponds
  2. Acquisition of 21,200 linear feet of drainage easements along existing outfall channels
  3. Comprehensive Drainage Study (CDS)

Using HEC-RAS and HEC-HMS, the two detention ponds were designed to enhance natural drainage patterns and improve hydraulic characteristics within two of the six drainage basins in the City.

The CDS addressed both current and future drainage needs for the City by factoring in existing and potential drainage issues. It continues to serve as a valuable tool for City leaders to determine capital project expenditures for immediate and long-term improvements.

The CDS was funded through CDBG DR Critical Infrastructure funding.

The proposed HMGP project will update the system modeling as it relates to the proposed detention facility.
