Water, Water, everywhere and not a drop fit for drinking. Despite being surrounded by water, the rapidly growing Bolivar Peninsula area was plagued by poor quality drinking water.
New Surface Water Treatment Plant
SPI was retained to design and oversee construction of a 5 MGD surface water treatment plant and the corresponding distribution system improvements necessary to achieve regulatory compliance. The new treatment plant design provides the ability to operate the plant in a daily on-off mode in order to address the unique needs of the highly seasonal coastal community that experiences an 8:1 seasonal high-low ratio of average daily flows. Plant features also include two 12.5 MG earthen reservoirs, two 2.5 MGD solids contact clarifiers, four simu-wash filter units, two 1 MG ground storage tanks, a high service pump station, a solids holding basin, a lab/office building, safe chemical storage, and 32 miles of 20” water transmission lines that required directional drills up to 1,500 feet in length, including one boring under the Gulf Intracoastal Waterway. The plant accommodates future community growth through provisions for expansion to 10 MGD treatment capacity.
Distribution System Improvements
In order to achieve regulatory compliance in the distribution system with minimal expenditure, SPI updated existing models of the system and proposed improvements that utilized existing facilities alongside the proposed elevated storage tank and distribution lines. Proposed improvements include 18 miles of distribution lines, a 500,000 gallon elevated storage tank and expansion of two pump stations. Measures taken to maintain control of costs included a value evaluation that compared the expense of line construction in existing highway right-of-way with the expenditures required to purchase new right of ways for line improvements. SPI also managed significant disruption to construction activities caused by the landfall of Hurricane Ike.
SPI assisted with obtaining Texas Water Development Board Drinking Water SRF funding for this two phase project.
