Frank Stephens, P.E.

Mr. Stephens, P.E. joined SPI in 2006 and has recently been promoted to Terrell Office Manager. A graduate from The University of Texas at Arlington, Mr. Stephens has over 25 years of experience with a primary focus in highway, municipal street and aviation engineering. Mr. Stephens responsibilities regularly involve all stages of project development through completion including scoping, budgeting, scheduling, design, bid, and construction oversight.
